No ano 153 do Século Universal, o tirânico Império Zanscare assumiu o controle hostil de Side 2, uma colônia espacial fora da órbita da Terra. Seguindo os passos do antigo Principado de Zeon e da mais recente Crossbone Vanguard, Zanscare governa seus súditos com crueldade, usando rotineiramente uma grande guilhotina para execuções públicas. Vivendo na Europa Central, o imigrante espacial Üso Ewin se junta à Liga Militar, uma milícia formada por civis frustrados com a incapacidade da Federação Terrestre de combater o Império Zanscare. As habilidades latentes de Üso como um Newtype psíquico despertam e permitem que ele pilote o Victory Gundam, o único mobile suit capaz de conter as forças de elite BESPA do Império Zanscare. Na esperança de proteger seu melhor amigo Shakti Kareen e localizar seus pais nas fileiras da Federação, Üso luta com a Vitória, esforçando-se para pôr fim ao reinado do império.
